Draft Years 0-10 Pūmanawa Tangata reIeased for consultation

2 April 2026

E tipu e rea mō ngā rā o tōu ao.
Ko tō ringa ki ngā rākau a te Pākehā hei oranga mō tō tinana.
Ko tō ngākau ki ngā taonga a ō tīpuna Māori hei tikitiki mō tō māhunga.
Ko tō wairua ki tō Atua, nāna nei ngā mea katoa.

Grow up and thrive for the days destined to you.
Let your hands be on the tools of the Pākēhā to provide for your body.
Let your heart be on the treasures of your Māori ancestors as a crown for your brow.
Let your soul be with your Atua, to whom all things belong.

Tā Apirana Ngata

UPDATE: This consultation is now closed (ended 5 June 2026). For more information, go to Our Story.

Pūmanawa Tangata, the last remaining draft Years 0-10 wāhanga ako in Te Marautanga o Aotearoa, is now available for public consultation until Friday 5 June.

Draft Pūmanawa Tangata

Summary information sheet

The draft framework and Years 0-10 Pūtaiao, Waiora, Toi Ihiihi, Hangarau, Ngā Reo, and Te Reo Pākehā were released for consultation in January 2026. The consultation for these ends on Friday 24 April 2026.

Pūmanawa Tangata replaces Tikanga ā‑Iwi in Te Marautanga o Aotearoa. The draft wāhanga ako was known during development as Te Ao Māori, but it was found that Pūmanawa Tangata more fully reflects its scope and interdisciplinary intent.

We’ve taken the extra time on the draft Pūmanawa Tangata to make sure the key areas of People in Society, History, Civics and Economics are integrated with te ao Māori, as well as strengthening mokopuna capabilities and supporting ethical, informed participation in a complex and diverse world.

We now have a version that’s ready for schools and kura to consider and provide feedback on, and we are strongly encouraging kura and schools to take part in the consultation.

All feedback and insights will be carefully considered, and will inform further adjustments to the content before it is finalised as part of the full curriculum in mid-2026.

In Pūmanawa Tangata, mokopuna will learn to recognise both the similarities and the diversity of cultural practices, histories, worldviews, and human experiences across time and place.

It will prepare mokopuna for senior learning pathways in subjects such as History, Geography, Classical Studies, Economics, and Business Studies.

Consultation

We are actively seeking feedback from kaiako and tumuaki who use Te Marautanga o Aotearoa in their schools and kura, and have multiple ways to provide feedback:

  • online feedback surveys
  • submissions direct to our mailbox
  • local workshops for kura, schools and whānau through the Curriculum Advisory Service (until 24 April)
  • online hui with kura and schools
  • evening online hui for whānau
  • workshops for kaiako through Kahu Pūtoi (members only).

The consultation will close on Friday 5 June 2026.

Kaupapa Māori

The updated Years 0-10 Te Reo Rangatira and Pāngarau are required to be implemented from the start of 2026 in kura, except for those run by a specified kura board.

Schools run by a specified kura board have until the start of 2027. A specified kura board means the board of any of the following:

  • a kura kaupapa Māori
  • a designated character school with a character that is hapū- or iwi-based or that affiliates with Ngā Kura ā-Iwi o Aotearoa
  • a state integrated school with a special character that is hapū- or iwi-based.

The transition time for specified kura boards is to allow time for the Crown to engage with Kaupapa Māori education providers through their representative bodies in advance of these decisions affecting their kura.

This means that kura run by a specified kura board can continue to use the existing content, but are encouraged to begin using the updated curriculum in 2026.
