He Kete Aromatawai - Rangaranga Reo ā-Tā
Phonics is the relationship between letters and sounds. It is vital in learning to read and write.
The phonics check (hihira weteoro) will help kaiako focus on what ākonga need most to become strong, confident readers.
Hihira Weteoro has five checks undertaken in the first 18 months of starting kura, with a final check at 2 years.
- 20-week check (Te Mōhiohio Oro) covers phonological and phonemic awareness
- 40- week check (Te Mōhiohio Pūriki) covers alphabetic principle
- 55-week check (Te Mōhiohio Arapū, Kupu, Tuhi Oro) covers syllable and word recognition.
- Year 2 check (Te Mōhiohio ki te Pānui Rerenga Kōrero) assesses how accurately an ākonga can read test sentences.
The assessment tasks in each check were trialled from August – November 2024 and analysed by a psychometrician. The findings indicate that the checks are robust across diverse kura contexts with meaningful insights into phonics mastery and instructional needs.
You will also find instructions and support materials to provide your data to the Ministry in a secure portal. This data will be used to show national progress for the 40 week check and will not include any identification data. The data will also provide more effective targeting of resource and support for kura and schools, however it is for kura to decide if they want to share their data.
Hihira Weteoro PLD will be available through PLD Tau 0-3 that is already underway. If you have not applied for this professional development, please go here: PLD for structured literacy & te reo matatini approaches – Professional Learning & Development
On this site, you will find guidance and support to administer each of the assessment tasks known as Te Kete Aromatawai Rangaranga Reo ā-Tā.

Watch this video of a kaiako (Taniora) administering the 20-week check called Te Mōhiohio Oro from the Hihira Weteoro suite of assessments. The ākonga (Danni-Aroha) has had 4 years at kohanga reo and two terms in kura.
The Ministry would like to acknowledge Taniora Robinson and Danni-Aroha Peta for allowing us to use this video for Te Paerangi Kaiako 4
